I believe it's to do with the fuel injection system, swirls the petrol up before firing it into the cylinder so it burns better. Something like that anyway.
Is there just one valve, or are there four (one per cylinder)?

It is the valve on the swirl pot inside the fuel tank. It is to stop the engine from starving of fuel when the level is low and sloshing about.
I have had mine done on my car. They some times stick.
The swirl valves (one per cylinder) on the inlet manifold open and close under the control of an electrically driven Swirl Actuator which is mounted under the inlet manifold. They apparently help with cylinder filling efficiency. The connection between the actuator and the valves is a flat strip of metal which is "fixed" to the valves using little plastic ball joints which fail, leaving the strip flopping about on the manifold, connected to the valves whose joints have not yet failed. As this happens, running gets less smooth and consumption goes up. Eventually the ECU concerned registers that all is not well and puts the Spanner light on and the engine into limp along mode. This happened to my 1.9CDTi Estate (just out of warranty) and they had to change the whole inlet manifold with the valves and strip. They also have to change the actuator, not because it's faulty but for some stupid electronic/computer reason. Apparently the reason the joints pop off is because the valves get sticky with EGR generated gunk. They look pretty pathetic to me anyway and I think they fail for other reasons as well. It cost me a lot but my AA Warranty is going to pay for most of it.
