Sounds like limp home mode, especially if it wont rev past 3k in neutral.

No lights on and nothing on the codes will try reving it in neutral now
Will go to 4000 in neutral
You need it on diagnostics to view data before doing much else
Quick check would be check all vac pipes
Does sound rather like one of the limp-mode limiters (there are two - a torque limiter and an IQ limiter and depending on the nature of the fault, one or both will be applied).
It will allow up to about 3800rpm but torque limit drops significantly after 3000rpm hence in neutral it will reach nearly 4000rpm but under load it won't go much over 3000rpm.
Like Critch says - need to get a fault code and ideally live data recording too in order to diagnose properly.
when I had my turbo I had this problem once it turned out to be the MAF that went faulty hth
Checked again still no codes even live but abs light came on restarted car and gone off and power back but can't see why it was on at start up
