Immobiliser problem on bros Golf...

My bro has a problem with Immobiliser on his Golf 1.6 s mk 1v,his battery died on him so he took it off the car and charged the battery ,put it back on the car and all he's getting a clicking noise coming from the instrument cluster and an occasional yellow light which is a steering wheel with a spanner light through it.looked on various vw forums and I'm struggling to get a definitive answer ,so? is anyone on here familiar with this cars immobiliser.

Is it turning over? Usually the car will still turn over at least even if it's not recognizing the key. May be something else, loose wire or something to or from the starter?
