Driver Side Fascioa Air Vent Noise

The driver side Fascia Air Vent is making a roaring whistling noise when I am speed and into a strong headwind. Espicially bad when you get the 'Ram' effect of a vehicle going the other way. I took it off ,(easy) and replaced the foam strip between it and the duct but still got problem. Took it to Main Dealer and they had never seen the problem and couldnt help. It is present at all settings of the Ventilation Control knob and even when I set to 'in car recirculation'. Is there a flap or something that is staying open? Any help greatly appreciated.

I am wondering if this is a blown fuses/fuses on the selenoids to the flaps that control the different air control directions. When I used to change them you could hear the flaps close as you changed. Now I cannot hear anything when I change the air directions?
