If the laws are still the same he definitely broke the "fail to stop one, I was sat parked once waiting to drive my mum home from work whena driver hit my rear corner trying to park. An insurance friend told me it is an offence for ither party not to report it to the police if details are not exchanged at the scene, so off down the cop shop I went.
In your case, being a neighbour, he obviously knew who's car it was, so he has no excuse for not telling you and passing on his details. Might be a bit more leverage if he won't give you his insurance details, tell him as he failed to do it at the time he committed an offence and you're passing it over to the police.
Ahh you are correct I apologies although I'm sure there is either another one which does tell you the company or that one once did
i don,t want to rock the boat but did you have a witness when he admitted his fault? i always get the other party to write it down in their hand writing that it was their fault, i know you are told not to admit liability by ins. co. but they normally do sign it rather than get the police involved and it helped me when the guy who didn,t halt at a stop sign and came out in front of me and i hit him, his daughter who worked in ins. phoned later and tried to shift the blame to me saying he did stop and i hit him, then i dropped the bombshell and told her that he admitted liability and had written it down in his own hand writing and signed it i told her the police would take a very dim outlook of her if i told them she was trying to interfere with a, road traffic incident and her work would also be interested in it, well the gulp at the other end of the line was palpable and it was sorted out asap, just trying to say that people soon change when money and the ins.co. and the law get involved and always get them to admit their fault in writing and get them to sign

Had him at my door tonight with his mate lol They had positioned his car in front of mine and asked me to come and see the height difference from dent to his towbar.
His towbar sits about 2-2 1/2 inches below the dent on my bumber, I told him I could see the difference but I can only go by what I saw!
I wasn't physically there and I'm unsure how he managed to dent it but the facts are, there was no dent when I parked it up from washing car Saturday. His car was in same position and hadn't moved! Plus I saw him struggling and my car getting bumped!
I have his insurance details now and I told him, I can only say what I witnessed. It's then upto his insurance to prove other wise! I also pointed out the dent is round is shape, just like his towbar lol
I'm unsure how he managed to do it and I would probably be the same, especially with height difference But ATEOTD I know dent wasn't there before and he 100% bumped my car back...
So guess it's upto insurance company now

To me it looked like his towbar hit top of number plate and slided upwards, be it from him reversing back or bumping up kerb.
Although he disputes both of these theories..
