They sometimes don't admit it but make a log of it. Martyn21 had this I think...
the only hard bit may be making them admit liability.. even with your 'witness'..
try a call on monday.. if you get no joy, try the C.A.B. for some advice on going 'legal' on them..
Thats worth every penny of your council tax isnt it!
They are probably a private firm contracted by the council to collect the bins, the council will tell you.
Get your witness (if willing!) to prepare you a written statement of facts.
Time, date, description of person, what they saw etc. get them to sign it!

cheers guys, yeh my neighbour said she would make a statment, she would have gone out the front to confront him but she had only just woke out of bed, its a "fingers crossed" situation now, otherwise im going down there

our bins have to be at the edge of the drive ? do they collect em from by drive and take em to the road ?
its a shame mate they just don't care at all, id get my neighbour to point him out the week after and use hes head to blend it out !!!! lol
i only had my car a week parked it in tesco and when i got home realised someone had scratched it well annoying, luckily enough my mates brother is a mobile sprayer etc and he sorted it and you couldn't even tell...
