fault code help

p0400-f8 exhaust gas recurculation valve feedback signal malfunction

it has been off and cleaned rescently when engine was replaced, any ideas where to start trouble shooting and in what order?>

fault wont erase and also wont rev over 3000rpm, will rev ok after engine restart and then back to just 300rpm
