Where was it repainted if its rough?, it could be just in need of claying to remove the bonded stuff that will smooth it out but the paint spray if it was done in a bodyshop and you paid for it so be there then take it bakc and get them to sort it out.

The paint i noticed the first time i bought it.... its litterally all over the car in lil flecks..... making me think it was caught down wind of something being painted or sprayed..

I ran my hand over the bonnet yesterday and it was soooooo rough.

People useing fence sprayers usually cause this type of damage. Claying usually removes it but you may need a more agressive clay and that can cause marks on the paint itself which then needs removeing, Usualy that can be removed by hand with a light polish or even some paint cleansers will remove the marring. So give clay a try.
