I believe when a unit is involved in any kind of damage, the driver is automatically suspended from driving duties?
This also takes a unit out of action until the car is repaired at cost to the taxpayer and also from the force involved yearly budget.
So isn't it about time a couple of squad cars were purpose built with an all over rollcage for the sole purpose of ram stopping when this type of thing happens, even just front and rear bull bars would do to nudge the other car around and put them into a spin, obviously MP's would have to mod the rules of engagement to allow this to happen, and I'd like to be considered for the role of JD Pepper enforcement.
Full marks to the Vec est driver, but Ronnie? ohhh dear, back to college for you, wrecking an Omega is a capital offence, and the poor old stationary Vec must have thought...wtf did I do to deserve that, even the WPC could judge it from the passenger seat, oh well I guess we'll put it down to enthusiam, something that I feel is a requirement in that job.

In his defence he probably didnt think about all the cr*p and gravel on the hard shoulder which requires slightly more distance in which to stop.... all the same I bet he's really glad that it was all captured in glorious technicolour........NOT!
The bit when the vectra side swipes the astra is what we call in the trade 'tactical contact'.........rammin speeeeeeed!
