My wifes a teacher and i work in schools sports coaching.

problem with the high schools around here is they are often over 2 sites, dont see why this means they have to shut personally but thats the excuse often.

Alot of the primary schools are open around here as they are single units and less travelling for children between classes.

Im at work today (skiving atm lol) and she is back home after going in and being told the school is shut again, its madness really

    So what's the problem ...

Children can't make their way to school or transfer between sites/buildings yet they can play out in the snow for the best part of the day.

    It's all about 'where there's a blaim there's a claim'

Child falls over at school and hurts themself, parent sues the school for not keeping the walkways and pavements clear of ice and snow etc...

Head teachers are terrified of HSE if a kid slips at school. At home playing they are not their responsibility

To be fair, most primary schools in Blackburn are down back streets that are either just ice, or up steep hills that you just can't get up, from where I work I can see alot of them in Blackburn (even tried to get to one this morning) and most are very inaccessible or are just plain dangerous.

problem is (as mentioned already) if something happens at school someone will be blamed and someone will claim against someone else

its also down to where the school is my mrs' school is over 2 sites, at the top of a hill and the site is spread over a road = accident waiting to happen without snow let alone without it.
