Default three mud flaps and a flat tyre!

I thought that today , as I now have a trolley jack that I would put the rear mud flaps on.
Put the first rear on fine, then went around side of car tyre was looking quite flat, one of the wheel nuts must have been put on by king kong, couldnt budge it, so have 3 mud flaps on! thought I would drive to the garage to put some air in, got there and the air machine is not working!
found my old foot pump, and put it up to 35 psi, will keep an eye on it.
tyre is quite old and cracking a bit, so maybe the cold weather isnt agreeing with it, cant see any obvious puncture.

Need a good recommendation for a budget tyre please, as dont have much money.
