I have removed the turbo from the car, and am wondering how far the actuator should move if I suck on the vac pipe. It moves just a few mm, should the movement be more pronounced on these i.e. a couple of cm?

actuator should be tested with a foot pump for leaks and to test boost
I am gonna drop the turbo of at my friends garage tomorrow for a second opinion but I think it's shot, when I spin the fins around it makes a grating noise and doesn't spin very freely, there is sort of a big washer behind the fins that seems loose also.
Here are some piccys look at the carbon build up, car has done 66k and is as flat as a pancake.
After a clean-up, this bit seems ok
