Small areas like that, I've always used a small, sharp screwdriver blade edge/tip to remove the rust from the exposed metal and to smooth the edges of the paint. Wipe clean newly exposed metal with meths, then apply a small touch of rust preventer, wipe away with meths after required time, apply a small amount of primer in 2 applications allowing each application to dry. After the second has dried, then 2 or 3 applications of the colour coat & if applicable, laquer. That's always worked for me.
