Tinters get the shape of the film from the outside of the window, and cut it to fit before applying on the inside.
If the scratches are on the outside it could be as he was using his knife blade to cut the film. On the inside, they are likely to be from when he was getting the bubbles out (he may have used a stiff plastic to do this).
The ones on the outside are there forever im afriad, but the one on the inside can be removed by replacing the film.
If you are not happy, go back to him, as a lot of the money from window tiniting is labour charge, which he is pocketing.
