confused Removing plastic strips from bumpers

I,ve sprayed my side skirts and now want to do the plastic bits under the front and rear bumpers. Do I really need to take the bumpers off or can I easily take them off with the bumpers on the car? Also are they just clipped on?

    Thanks

I did mine, I masked them and put news paper up above on the bumpers and doors. I should have out 2/3 layers of news paper on because minute amounts transfered through the news paper and from a distance you can see where it has marked on the doors
