I use autoglym's wet look tyre dressing, but put it on with a cloth so the tyre is left nearly dry...
Going to move this one down to cleaning and detailing...

I get some stuff called Slick from a valleting bay by us. You paint it on with a brush.
Again you have to let it dry though as it flicks everywhere otherwise.
Looks great when done though.

Think it was about £6 in Halfrauds.
Cut up an old sponge into a wedge shape (like a bit of cartoon cheese) and just work it onto the tyre, having the pointy tip on the sponge helps to keep it going on where you want it.
Edit: Apply 2 coats of you want it really shiny, but make sure you give it about an hour between coats to let it dry properly. Also don't put too much on each coat as it will take ages to dry. It may splatter your car a little if you drive with it wet, but it comes off easy enough.
Spikey mine came with a curved applicator........you could try a sponge or a paint brush........I think a bit cut from a sponge would work best though

PS just one thing DO NOT use the stuff you get from halfords it's in an orange and black tin.........it stains alloy
