Unhappy No power after major problems

My vectra c sxi 150bhp's water pump died a few weeks ago causing the cam belt to slip breaking all 16 rocker followers, at the same time a problem with the swirl valves was found. All 16 followers have been replaced with new ones same as the water pump, timing belt and kit, induction manifold and motor egr valve has also been taken off and cleaned, this work is now complete with a bill for £1038. I have used the same garage for years and they are usally very good however this time they didn't have the kit to lock the engine to put the new timing belt on, the garage stated that the engine was marked so there was no need to lock it off. The engine sounds fine as it did and revs as it used to, the turbo sounds at 1850rpm, however as soon as the car is in motion it has no power from 1000 rpm to 2300 rpm this is when the turbo kicks this also isn't right as it used to kick at 1850rpm the turbo isn't smooth anymore every 500rpm seems to go flat for a second or two then kicks again. the garage is stumped with the problem can anyone shed any light on this or has anyone had the same problem

Ask the garage if they cleaned the solenoid part of the EGR when they had it off. If they didn't it might be the solenoid sticking.

The rockers are designed to break limiting the damage.
Now I need a turbo to keep up!

The timing could be wrong when they did the cambelt I guess.

Locking wouldn't have been much use as the belt was off anyway. Normally only locked when you remove one and refit a new one but as it snapped they just needed to be ligned up. However, its still possible they didn't do a very good job when lining them up so could be a tooth out.

One tooth won't always cause any damage.
