I say Black, as thats normally ground, hence all the connected circuits don't work anymore, assuming there's no leakage to earth and the colours of the wires haven't been swapped to take account of this.....i.e. a double bluff, in which case i'd cut the red... Oh no another bluff, pehaps it's the yellow, oh no another double double bluff, cut the blue, no red, no black.. or don't cut any, as its an old 400v cable!
