Yep, that's what he's linked you to. The Proton ir800 is also sold as the Peekton ir800, it's their site that link is taking you to.

No, it's an RTF doc, so he could do a lot of cutting and pasting of sections into a translator and paste that back again into the RTF - unless there is something that will bulk translate the whole doc?
