Default Boost pressure on 1.9 cdti 150

Hi, I've been doing some tests with my Op-com interface and noticed that boost pressure doesn't get higher than 130 psi when the commanded boost is 160psi at 4000-5000 rpm. What does this mean? Is this normal?
