The resistor pack has probably got wet and needs replacing. Its near the heater motor somewhere. Thats the most common fault it seems with symptoms like you have. HTH
Now I need a turbo to keep up!

the reason it only works on the last settting is because the resitor that controls the "blower" has burnt out and eventually setting no 4 will not work as well as this is the highest point of resistance

the resistor may well be corroded from a water ingress as this was a known issue on the earlier pre face lift c's whereby Condensation water from blower motor accumulates at bottom of blower motor housing ( rust formation etc. ).= Resistor is damaged.

and the fault was prevalent upto 2006

following the replacement of the resistor check resistor and blower motor for water marks or rust. if present then Drill a 4 mm hole at the lowest point of the blower motor housing (brush area) when the blower motor is removed. this will allow the water to drain away - if theres none present then the resistor has just burnt out and is quite common

linky to 11 page similar probs and how2 locate that nasty little resistor

With mine it was not the resistor pack but a small blue relay that is located behind the glove box to the left hand side , remove your glove box and operate your blower switch , you will hear the click as number 4 is selected .
Remove the relay open it up and give it a blow out then manually operate it then put it back together .
stick it back in and try 1,2,3 it worked on mine and cost nothing to fix

have you unplagged the heaters recently , because if you dont put the black connector back on , it will also give this fault.

Had this fault on the wife's Polo, was just the resistor pack on hers but it was a right pita to swap, the heater motor was behind the glovebox, but I had to strip the interior out starting with the centre console.
