Default Oil leak & Missing bolt?

Hi there, Ive had what appeared to be a leak for a while on my engine but I only noticed today a hole which looks like there should be a bolt in there, am I right in thinking there should be a bolt in there? Also I dont suppose anyone else has had a similar problem have they? The car is a 1.9 CDTi 150 on a 2005. The place which I think looks like it has a bolt missing I have circled in red and you can see the oil or whatever it is just behind it.

    Thanks alot
    Josh

The oil is £800-worth of repairs waiting to happen (inlet manifold).

The bolt is an unused hole on the Vauxhall version of the engine. Hold on something on the Alfa or Fiat version.

Inlet is about £300-odd now, but it's a good 6 hour job to replace (took me and a mechanic friend 4.5 hours replacing one, and that's with two of us at it).

Why does it need a new manifold?

Why not just a gasket ?

Can some one please shed some light on why it needs a new manifold
