You need to make sure it's no bigger than 150 X 100 pixels in dimension and no bigger than 40Kb in file size. Using something like Paint Shop Pro, resize the dimensions first, then export or save it as a .jpg setting the compression value so that it is under 40Kb.

The file size can't be more than 40Kb, that'll be the problem. It may be the right pixel size, but the file size is too big. Whatever program you're using to resize etc., you need to save the file with more compression.

Edit: Beat me to it Spikey!

He won't be able to send you an attachment via e-mail that way Spikey. You'd need to post your e-mail address up, or send it by PM.
