Already answered but my two-penneth: if I'm driving anywhere near a school when the kids are arriving/leaving I'll tend to turn my headlamps ON even in day light. Something I picked up years ago from an Ambulance driver mate. Just increases your visibility to the kids.
Fog lights - totally agree. Big no-no - especially in rain. As a biker they're a nightmare when you've gotta look through a visor in the wet. Keep handing out those tickets!!
As for footbrake in traffic - as an auto driver it never really crossed my mind. I'll bung it in N or P & put the handbrake on if I know I'm not going anywhere for a while due to traffic but other than that just foot firmly on the brake I'm afraid.

Yeah its definitely true. Learnt it with the ambulance service. Did you know that at temporary traffic lights ie roadworks, if its safe you can ignore the red light??

A strange one, im sure everyon would opt to have lights on tho!
Sometimes, I find it hard to believe where some of the rules come from ??
headlights arent justso that you can see the road - it's so that everyone can see you - pedestrians for example....don't take the risk.
If under street lighting, then only sidelights is legal.
