Nope not yet and at the last email I sent requesting one they have no current plans to produce one
With the number of ECUs and sensors and the CANBUS I doubt they will every bother. The Vectra C is just not end user friendly, it's designed to be maintained but computer. You can change the fluids and filters but if something goes wronge, then you need a Tech2 9 times out of 10.
But seriously, as Nutron said, it's not the sort of car (like many other modern makes) that you can get stuck into with DIY mechanics as usually (somewhere along the line) you'll need a Tech 2 to be hooked up.
It won't be worth Haynes' time/costs to produce a manual that only covers the purely mechanical stuff i.e. things that don't involve any Tech 2 involvement whatsoever.

In 12 - 15 years time, do you think there will be any Vectras or signums our age left on the roads? What will 17 year olds then be driving?

The 17 yr olds will be driving 0-60 in 2.1 seconds voice controlled cars that run on the waste products of an alcoholic, manufactured by the newly created corperation known as Pisintank Automobiles a joint venture from Whitbread and Johnny Walker.
