this doesn't charge my E71? I plug it in and it says charging then says not charging. I don't use a USB hub just Dell PC.

Not sure but I think this needs a USB 2 connection yours may be USB 1.

It's a year old PC...I think it's a HK copy.

Have you tried a port on the back of the PC? IIRC sometimes the front USB ports aren't powered.
