rail companies are not very happy

because of the low inflation and how the fares are worked out rail companies may have to lower some ticket prices because the price changes work from a % + or -,as the inflation may go below 0% it may be as low as -3% so rail companies may have to cut fares by 2%,they want the government to scrap the way the fares are worked out so they can increase some prices,the government said no,it will stay the same CLICK_ME

All the rail companies seem to be cutting back on frontline staff such as passenger assistants and ticket office vendors, therefore essentially reducing the levels of service so why should they be able to put the prices up?
