Am I being thick or is it really hard to get past the docks level?

You've got to wait for the target to walk inside and close the door, then you nail him through the window as he goes up the stairs - without the other guards being alerted.

If you try and nail anyone outside, even doing the guards first, you can't get the others in time before the alarm is raised!
