    Default Swirl valves kaput!

I've been going over the car (1.9 cdti150) since i bought it, i've changed the shocks all round. Next on the list is a timing belt kit and service, the thing is i think the swirl valves are shot. Should i be able to see the valves move when the engine is revved? Mine don't, i don't think it feels as fast as it should, i had a 130bhp mondeo tdci which felt a fair bit quicker. The engine management isn't showing any faults and the car starts and drives ok.
What are my options to get the thing fixed? A main dealer is far too expensive. Could i find the parts and fit them myself?
    Any help appreciated.

    Jim.

Parts are a little under £500, and it's literally 4 hours labour. I helped a mechanic friend do one, and it's really not a simple job. I can rebuild a petrol engine no bother, but I don't think I would have tackled the job myself. There's a lot to come off, including all the vacuum pipes and reservoir etc.

Had my Swirl valve and inlet manifold changed a few months ago. They both come together. Cost me over £950 at the steelers and was diagnosed after going into limp mode. Performance once replaced was no different.
Im still having performance problems with my veccy. Im now looking at some other common faults with this so called engine as below:
    - EGR Valve sticking (was replaced but easily cleaned due to its location on engine)
    - Injector plug wiring loom (unreliable 1.5mm cableing. Gonna get a replacement loom to 2.5mm)
    - Temp Sender Sensor (not getting a reliable engine temp on gauge. Apparantly this effects the ECU)
    - Split in vacuum pipes.

As ZS states the Swirl Valves are not an easy job (charged 6 hours labour by steelers).
