Question for Any Police officer on here...MLC?

I live out in the sticks and at this time of the year we see lots of farm tractors/trailers hauling their potatoe crops and apples etc, and I mean lots of them, sometimes even through the night.

I have noticed whilst driving in the UK that large numbers of these farm tractors do not display any registration plates at all. I see dozens of these every day passing through Bromyard, but no plates or tax disc.

I thought that all motorised vehicles on a public road should be registered, with tax, insurance etc. Are they a special catagory?

In addition to the above... I know the farmers have a job to do and its difficult for them to avoid leaving large amounts of mud on the road, but there are miles of really thick mud with many large chunks of it all over the Bromyard to Hereford Road many 6inch or higher clumps in the road, there's many long stretches where the tarmac is barely visible and certainly very dangerous for motorcyclists. Although they have put a few warning notices out ' stating mud on road, or slippery road. Honestly that road is really bad at this time of year. Waste of time me washing my car, if it gets any worse may have to change to a 4x4.

Depositing mud/debris on the highway is an offence under Section 148 of the Highway Act. Where the offender can be identified they can be prosecuted by either the police or the highway authority.

How many convictions have been brought? Prob not many for mud left by farmers

Slightly off at a tangent but what is the situation with vehicles using the highway when they are physically too big for the carriageway. I regularly use a rural road that buses also use & meeting one head on is bad enough but half way round a bend is frightening. So far my mirrors are both intact but I know I'll lose one to a bus or tractor soon.

Similar rules as the meeting traffic on single lanes, ie only ONE lane for both directions.

Well according to that link kindly provided by Ste it seems thay are Road Tax exempt, which answered my question. I'm assuming they have insurance for driving on a public road.
