Its a Satelite receiver box. I have one myself in our holiday home which enables us to watch most of the english Sky channels, unlike a proper Sky box its capable of receiving several satelites just by pressing a few buttons, also automatically postions the dish, has built-in h/drive. The encryption codes can be downloaded from the net allowing you to view some pay2 view channels.
Quite a good piece of kit, there are 2 or 3 models, mine cost well over 300 but I think they have come down quite a bit. Quite a few ex-pats use them when they move abroad to live.

No it isn't legal. The "emulator" codes are hacks and as such are highly illegal.

Owning and using a box to watch free to view channels is fine but as soon as you start entering codes to get pay to view channels it then becomes illegal.
