Do Rally Cars have to be completely Road Legal, as pretty much all Rallies take place on Public roads.

Yes, they have to comply with the local laws and have MOT's etc - especially as they have to use open public roads to drive between stages.

At the end of the forest stages they clean the number plates to ensure that they comply with road use.

Road legal, MOT not required as they are always less than 3 years old, (privateers have to contend with this though). Not sure how they get round the noise levels though.

Noise levels are checked as well...at every event, along with cage, fire extinguishers, etc...etc

That is very true, just come back from a Rally event and it was done on the public roads.. What an experience, something I would like to have a go at in time...

My aim is to get an older mini, have it stripped out and get the roll cage in, as requested for safety and not forgetting the fire extinguishers

LOL, thats the one. There is one also with Loeb in Mexico where his co driver is hanging out of the drivers window trying to counter balance a 3 wheeled Citron. The Mexican police ended up giving him an escort.

Tommi Makinen got stopped years ago at the British Rally after smashing into a concrete bollard and ripped the rear wheel off. Tried to drive along the public road, but didn't get far with one wheel dragging along and sparks flying up in the air LOL
