if it's not the oil filler neck, it will more than likely be the camshaft cover oilseal as they are only a thin o ring and can leak.... replacement is the cure, not nipping down..

the other problem sounds like either, one of the servo motors isn't directing the air correctly or that one of the pipes behind the dash isn't directing the air..

can you feel air coming out of all the vents with the AC off and the fan at max speed?

if they had the intake off to do the plugs, i wonder if they disturbed the camcovers..

if it is wet with oil on it's lower edge, then thats where the leak is...

do you have a picture of your engine you could post on here?......

it shouldn't look as oily as that, thou the intake being a little oily is normal.. the engine in the cambelt area should be oil free....
the tension on the vambelt is set up on the two little marks on the tensioner lining up..when you move it round with a 5mm allen key they will align, clamp them up there, turn the engine twice by hand, check the timing marks line up again and reset the belts tension.. you cannot use the 'twist' method on these engines..

camshaft seals are easy with the belt off...normally it's the crankshaft seal that goes first thou...

to change the camshaft seal, set the engine's timing up, install the locking wedges. with the camwheels locked, undo the torx bolt holding the relevant sprocket on..take the belt off now and change the idlers.
pull the sprocket forwards off the dowel it locates on..next you have to get the old seal out.. you can use a 'pick' or drive a self tapper into it and pull it out..when you refit the new seal, make sure to not damage the inner seal face when you slide it over the end of the camshaft.. make sure it goes back in square to the engine..

reinstall the sprocket on to it's dowel and onto the shaft..replace the bolt and tighten as far as you can with the belt off.. replace the belt and tension as above..making very sure you get the alignment 100% correct before you turn the engine..
