Bubbling Paintwork

Hi , Im new member would like some feed back on the matter of bubbling paintwork, i have a vectra Elite 3litre V6 diesel, 2005, have noticed on the plastic bumper below the filler flap all the paint is starting to bubble and the edge of the bumper is distorting, wondered if any other owner has had the same, tried garage not interested as its not classed as a perforation, Vauxhall customer care based in Canada also could not care, seems a shame that the car will look scruffy at such an early age.
Filler does spit back sometimes but always cleaned off
Any one had this or have any suggestions
