Might not be the same thing but my middle seatbelt locks when the seat back isn't locked back in place properly!

if the rear seat is locked into place ( sounds daft but it happens, i'm work within vauxhalls for the company that supply the seats, any issues is my job is to fix)
the little tab sometimes goes missing off the middle belt and it locks into place, you have to unbolt, using a tx45 bit (maybe tx50, cant remember off the top of my head) remove the rear cushion to get to it,
stops the belt going all the way in

    a closer pic

Yep as said above, the back seats need to be locked. My wife was ripped off once at Rapid fit in Dunfermline when it failed the MOT on the back seat belt being locked. They charged £50 to release it, it was just the back seat was not locked in place. Theiving barstewards. Never been back since and no one that I know has been either so their loss.

My car came with the rear middle belt jammed even though the seat back was definitely locked in place - had to get the belt replaced under warranty at the time - which wasn't that easy as they kept getting black belts when it needed a silver/grey one.

if the little black tab (in pics) is missing it will lock the belt and wont release till you un-do the bolt
