Performance wise NO. All they do is make a noise in simple terms, but can aid to stop the turbo stalling etc, although this only really applies to high performance cars TBH.
The fact that it needs electrical wiring that employs a microswitch should tell you to avoid this at all costs.

Dump valves work very well, as they effectively remove pressure from the manifold side of the turbo charger when the throttle is closing and hence keep the turbo spinning for longer as it is effectively not compressing any air and doing work anymore. When the valve closes the turbo will be still spinning faster and hence be able to do work immediately (ie compress air).
Note that diesels don't have a throttle valve in the inlet manifold, so dump valves are not very effective, as there is no point.
Dump valves on a diesel are like nipples on a man.
