sounds like your brake pad sticking or a wheel bearing on the way out mate or a drive shaft on the way out

It might be a wheel bearing? have you bashed the kerb a bit hard in the snow.does the noise change when you slow down "etc",if it is a wheel bearing it should be there all the time rather than an intermitent noise. The front wheel bearings are useually prity hefty though.

You say it makes the noise when you move the wheel left to right and vica versa. If you have the engine running, with the car stationary and move the wheel side to side, does it then make a loud groaning noise whilst turning the wheel in either direction? If it does, check the power steering fluid level and if it is low, look for leaks before topping it back up.

    easy check for wheel bearing:
jack up car and try and wobble the wheel left and right and up and down. Any play means the baering is shot

    easy check for driveshaft:
turn the steering onto full lock and drive slowly with the window down. If there is a clunking noise then very possible the driveshaft is shot. (remember to do one drive going left, and another going right)

power steering will whine when at standstill - its the motor pressurising the fluid.

as Gary3306 said, easy to check power steering fluid.

It's the motor TRYING to move the fluid, but because there's none there, or not enough, it is trying to move air or airated fluid. It is called CAVITATION and it is not desirable at all. It will eventually pit and score the elements within the pump. That's if it is the cause of the noise he's getting of course.
