Do you happen to know what motherboard you have?
It may only have USB1.1 ports and not USB2.0 - some of the later USB devices won't talk properly to USB1.1 despite it meant to be backward compatible.

Could be that the hardware is clashing with pre existing mapped drives on your computer.
Right-click Start, Open all Users, Programs, Administrative, Tools, Computer Managment, Disk Managment. Plug it in and see if appears in here. Some Devices are specificaly mapped to eg. E: and when removed allocate that permenantly. If it does appear, change the drive path to Z: or somthing. Without the hardware to play with its hard to diagnose. Just a sugesstion anyway....
Well as i said, I had a pc in the computer shop the other day with this problem and a remove of chipset drivers and reinstall sorted it.. And ive never had any problems with repair installations and ive done 1000's. Customers are always happier as it costs them less in labour too!
Maybe your mass storage driver might have corrupted somewhere along the line (half way thro an installation of a device etc) ill try and find a link to reinstall it for you now...
*EDIT* I used these instructions a while back when I had a pc with mass storage issues:
1. Delete following file: windows\inf\infcache.1
2. Go to windows\inf folder and see if you have read/write permissions for following files:
usbstor.inf
usbstor.pnf
If not, open security settings for above files and add your username for read/write access.
3. Open registry editor and:
Delete following keys:
HKLM\System\CurrentControlSet\Enum\USB\ <read all keys and delete all those saying USB Mass Storage Driver>
Add following key:
HKLM\Local_Machine\CurrentControlSet\Services\Usb
Add a new DWoRD Value and name it "DisableSelectiveSuspend". Give it value 1
4. Make sure you have USBSTOR.SYS file in your windows\system32\drivers folder (It wasn't there in my case). Just Google using Usbstor.sys and you will find the file to download. Save it at above location.

It won't hurt to reload the chipset driver, try a latest version upgrade, so if it's a Via based board you'll want the 4 in 1's, but the last time I had hassle it was the USB lead doing it for a picture keyring, brand new lead and a google showed they were all faulty.
Thanks for your replies,I was not trying to be rude by not replying earlier but I had to go and earn my crust,I will now have a look at your suggestions and report back.
I did one job at 11.05 pm of the station rank,then sat & scratched my bum for the next hour and half,thought sod this so i came home,
Ok can some one tell how I remove & reinstall the chipset,I have found which one it is ~
INTEL[R]845G/GE/GL/GV/PE
Just install over the top.
I have gone into information meltdown & over load,cannot get my head around it at all,now booked in so it can have some TLC ..

Before you do this, do this
1 - Start
2 - Control Panel
3 - Add hardware - second icon top left
4 - Let it search and look through the list for the device
5 - Run the driiver for the device or if you don't have one let windows find one.
Have you tried another cable yet? if other USB devices are working you won't have a port driver issue, because they won't show up either.
One other thing to look at, Start-Control panel-System (last line of icons)-Hardware-Device Manager, then at the bottom of this list you should see USB root hub drivers, if they aren't there relaod from the motherboard driver disc.
