Listen close next to the petrol flap and lock the car - do you hear anything moving?

Open the flap and lock the car, you will see the plunger come out if it's working at all.

If not, check security of the solenoid wiring connector (maybe check for voltage on lock and unlock), you will then know if you need a new solenoid or if you have wiring issues

Check the locating lug is still intact. If not, someone may have tried to force it.

Is that when you press the unlock button on the key once?

I have the same problem. I tried reversing the connections to the solenoid and it then retracts.

This first happened to me when I was very low on fuel on holiday in Cornwall.
I had to empty the boot and disengage the solenoid, much to the amusement of people waiting to fill up.
