Lightbulb bike rules for under 16's

hello people, ive got a question for our bikers or p.c's about motorbikes
my sister in law has bought her daughter a 50cc bike for xmas, presumably to go teararsing around the streets beig a pest. After a little digging am i right in thinking that it is illegal for an under 16 to ride on the roads without a provisional and having completed a cbt. If she is going to be on the streets, does she legally have to wear a helmet (of course i would advise this to anybody - but you know teenage kids - it would spoil they're image)
im just after some info so i can make sure the neice stays safe
    cheers

If it's classed as a mechanically propelled vehicle then you need licence, insurance etc.

Mini motos do not have type approval and can only be ridden on private land. There is a major crackdown taking place on these and they are being seized and crushed.

Wayne, when you say 50cc bike, are you meaning a proper road bike?

    Exclamation

To be legal ASAIK the bike will need to be :-
    Registered
    MOT'd
    Taxed
    Insured for 3rd party
    Road legal

She will need to be over 16 years of age and have passed a CBT test.
Minimal protection allowed is an approved bash hat firmly strapped up.(some religeons exempt)

If it's a mini Moto type bike then it's illegal to ride them anywhere exept privatly owned land.
Listening to Radio 1's Newsbeat tonight and they were saying how if caught riding one it would be confiscated and crushed and 4 ASBO's have been given out, also they said the Gorvenment today urged parants not to buy them.
    TODAY? ! 2 days before Xmas !!

Right, I was trying to work out if it was a road legal bike and if that's what it was going to be used for (riding on the road) - in which case Inspektor's answer covers it.

If it's only going to be used off-road, than AFAIK there are no requirements of any sort (insurance, license etc.) - just the permission of the land owner.

It doesn't look like a road legal bike? - so I guess the latter will apply.

Just had a thought. Where do mobility scooters stand?
They are unlicensed and ride on the pavement?

to be honest i think she wants to look good in front of her mates and will probably end up screaming around the estate, anyway ive spoke to her mam and her nanna and expressed my concernes but she's bought it herself with her xmas money so i'll just have to drill into her about road safety and caution (although im not happy about it)
