Default Rover 200 revs sticking high( dont shoot me it's the wifes car)

Hi, i have just purchased a 1999 Rover 200 1.4 which had a blown head gasket, i got a 1.1 engine for it (it's only for the wife to go shopping in) which i have fit and all works fine apart from when it is ticking over and the throttle is pressed the revs stay at 2500 rpm, however if the clutch is raised to put load onto the engine the revs drop to normal and stay there they only stay high when engine is revved with no load.

Does anyone have any ideas what this may be thanks.
