I think there should be two coolant pipes going to it, one from the left, one from the right, both on 90 degree elbows.

It looks like the black pipe in the Pic is rubber, So no way that will be used for hot exhaust gases

They're the coolant hoses.

it bolts to the front of the engine under the black cover

That is the egr valve on a Y20DTH engine.

Don't think it'll cause higher fuel consumption as the reason for it is to recirculate the exhaust gases when cold to keep the emissions down, but if it's faulty the car will run a bit rough I'd think.
