Number plate lights are covered under MOT, so yes you do.

I'm pretty sure you have to have them so your plate is visible. Also, any lights fitted to the car have to be operating to get through an MOT ?

I'm sure all lights on the car have to work, so if one of your plate lights are out you'll need a new bulb to pass the MOT.

    except reversing lights...

in short, yes, you need both bulbs to be lit to avoid giving cause for a 'stop'...it is a vehicle defect afterall...but for £3 for a new bulb.. is it really worth it?..
