What rev's is the turbo comming in? Mine starts to spool up at about 1200 rpm and is on full boost by about 1800 rpm. You can listen out for the whistle it makes to tell. Although if the engine is cold I have on the odd occasion noticed it has been at 2500 rpm and much more like a petrol engine in its delivery. Thats has only happened a few times so I haven't thought much more about it.

Keep the revs above 1500rpm and the turbo should be operating all the time
I tend to drive at low revs, so it is very clear when the turbo is kicking in
For overtaking I tend to down change one or two gears, allowing some extra time for the turbo, but it's not that long perhaps between 1 and 2 seconds
However, my car seems to have an unusual problem where the down change in gear is sending the revs in the opposite direction, and that's another issue!
