Default Wheel stays on the ground even when jack is used...Any ideas?

Well just finished a home service,as the stealers sent me a letter, but i've 12000 left on the clock before the next service,so i thought time to save some cash.
The next door neighbour(mechanic) and me sorted an engine flush, oil and filter change(Castrol Sport),fuel filter, new plugs (NGK Platinums) 5.1 dot brake fluid, just as well we bled all round as there was air in the lines(Thanks stealers for the last service!!!!)
That'll explain the sh!te braking then!
The weired bit came when bleeding the rears,as we jacked up the rear drivers side wheel it would not lift off the floor,no matter how high we jacked the car
We had to jack up behind the wheel in the end to get it off the ground.....
Looking at the shocks and springs there didn't seem to be anything evident,so what do you peeps think?
Could do with some advice on this one...

The shocks MUST be faulty. There is no other reason........or they have detached from the mount. Or the suspension has failed. No other reason

well, any suspension damage that would let the wheel keep sagging down would definatly make itself known before now, so unless the shock isn't attached then i think you can discount that..

maybe you just needed a bigger jack??..i mean, my 3.5ton garage jack lifts 24" and always clears..but some 'diy' jacks only raise cars about 12" so that could be the problem
