Vectra C 2008 1.9cdti Power Steering problem

I have a Vectra C 1.9cdti @ 118K miles. The power steering became heavy and the steering fault light came on.
I have replaced the EHPS power steering unit with a 2nd hand unit. I have followed the bleeding procedure and the fault light has gone out, but the steering is still heavy.
Alternator output 14.3V on idle, 13.9V with lights on. Fuse F9 is OK. Not sure what to do next, any suggestions greatly appreciated.

Replace the fuse regardless of ot being fine.. when I got my car I had numerous of faults... one being a constant interior fuse popping... I pulled the fuse no break or anything... but put it on a multimeter and it gave way to much resistance...


So I replaced all the fuses in my car... and until today I have no more weird faults...


So just make sure it's not just the fuse being a problem and replace it. If it starts working you've found the problem.if not well not to much money down the drain
