Well if it is warm enough the glow plugs aren't used at all so it is one of those things that is hard to test... I replaced mine just because of this fact (but my car is 17 years old so it was a no brainer) and no switching the contact a few times does not trick the relay into heating the plugs, it only does if the temperature is low enough.

diesel is ignited by compression, the glowplugs are only used to help warm the air up in the cylinders to aid the self-combustion process, in contrary to petrol that needs a spark to ignite..

just thought about it, you could unplug the temperature sensors on the car, both the outside temp and the coolant temp sensor, that should have the car turn on the glowplug relay.. question is can you easily get to said sensors... the one for outside is in the front bumper don't know if the other one is on the expansion bottle or on the thermostat... ( and the reason why I just replaced mine as i didn't know and couldn't find a quick answer to that. but don't do it if you can't turn of the check engine light that it'll turn on immediately as it won't go away until it has been removed from the ecu.
