    hand brake fail...as in not holding?..BUT rear brakes are ok?..

    could be the spring cause a problem to the hand brake mechanism not to adjusting
    my spring not bring back the cable and stay like this

    Try this
    hand brake off, push holders on calipers (both) so handbrake cable extends, pull handbrake on and off with button depressed 3 or 4 times
    Check handbrake is locking wheels evenly

    could just be cheap disc or pads or both.

    I had this issue with ECP's cheapest pads and discs

    Though that doesn't explain why the service brake efficiency was fine (both actuated by same discs and pads) - I'm guessing its either the adjustment needs undone and reset or the handbrake cable is sticking on one or both sides...
