Abandoned / the law ?
If a vehicle is parked in an off road, privately owned, residents car park, but is not taxed, MOT’d or SORN’d, who has responsibility ?
One causing obstruction to paved path for an elderly disabled relative. Housing association not interested and police bluntly told me they had better things to deal with

If not taxed contact the DVLA on 0300 790 6801.
Local environmental health deal with abandoned vehicles, but I wouldn't expect it to be fast.
Usually a form filled in online to report it.

4 ton tow rope, darkness and a suitable device to pull it worked wonders. Oh and try and leave it on double yellows the council gets excited then and the screen gets sticker bombed
Dont ask me to help unless you want some dents and broken glass in the offending car

that doesn't mean it is abandoned... if it is in a private car park, it probably is owned by someone related to one of the neighbours, knock on the doors, if no-one knows than yes fill in the form and wait for a while in the end it will be removed... but a private car park means it can be left there as it is off the road... so no need for tax, or insurance. as it isn't on a public road.
I had done the same with my golf when I didn't know if i was going to fix it or scrap it it stayed in a private parking spot for a year... than i decided enough was enough, and got rid of it myself after i sold some of the parts off the neighbours of my relatives didn't like it but there was **** all they could do about it. When i put it there it had MOT and TAX... but because privately owned parking spot no-one could touch it, but the neighbours knew who's car it was as both me and my relative let them know the car would be there for at least a year or so... but it wasn't obstructing anyone's view or private access. It was parked dead in the middle of one of my relatives parking spots. he has 2. assigned and numbered to his house.

if they haven't done that again than it will be as easy as filling in the form and the dvla will come and remove it.
