z20 boost problem

So a couple of days ago my turbo started to struggle to keep boost constant when in +boost. But when my foot is fully on the floor i gain full boost easily but have a couple of idea's what it could be;
1. load sensor valve
2. Bank 1 sensor giving wrong reading to the ECU for fuel %
3. intake blocked somewhere?

I have checked my FM Intercooler and it is sucking as it should be but it does sound like its trying to dump the boost but fighting to keep it at the same time, does anyone have any idea's?
